If not you can use Process Monitor to monitor the activities when opening new tab.(Add a filter to restrict Process Name to chrome.exe)
The busy cursor just means system is busy dispatching tasks, not absolutely means something is wrong.
There is way more going on than should be, and again I only notice this on Windows 10, not Windows 7:
