[BUG] Win 10 Spinning load up / blank page. - Knowguy - 06-06-2016

Having Cent for some reason trying to load resources and seeing a CPU / Memory spike on opening a new tab page, when I have it set to a blank page.  I do not see this ssue on my Windows 7 work install.  Just my windows 10 pro install.  This gives the illusion that Cent is trying to load something, and it slows down new page navigation because it is processing, something...  Can you look into this? Example below:

Does this issue occur in other browsers like IE, Chrome?
If not you can use Process Monitor to monitor the activities when opening new tab.(Add a filter to restrict Process Name to chrome.exe)
The busy cursor just means system is busy dispatching tasks, not absolutely means something is wrong.

There is way more going on than should be, and again I only notice this on Windows 10, not Windows 7:

Have you tried quiting your AntiVirus software?
Seems disk IO may be blocked.
