Same problem
When I tried to move the tab, the scrollbar teleported to another part of the tabs, and also did not allow it to be scrolled anymore.
And that's it, every time so, until you restart the browser.
After reboot, it's still the same (I had many tabs with the "tab scroll buttons" option enabled)
I got around it a bit by disabling the item "tab scroll buttons" +
Started using tab groups (I didn’t immediately find out that the function is in the Cent)
So I think the problem is somewhere with scrolling tabs
