I've installed 3.0.4.27 & run that file & browser began to work way more faster. It might be just fresh install I know, but things underthehood of the settings are also might clarify.

Where as you can see, Cent Browser Improved Essential Settings Package is listed in a first place.
I know about ti cause I started to use CentBrowser in march 2017.
It's very interesting what • Other minor things are?
Once again, it may be just fresh install & older version that is working better. Who knows. 
That installer was made by a kind user, not released by us.
So we don't know what he meant about
