Yes, DirectWrite is broken. Sometimes there is no fonts at all on some sites.

When DirectWrite is disabled on some sites, there is nothing at all

+1 Even happens on some local webpages. Using Portable x64 version.

GDI rendering seems to be broken. I have opened a thread with details and screenshots in the Bugs & Suggestions forum: GDI rendering completely broken in v3.2.4.23.

Thank you for the update. For me at least, font rendering with directwrite disabled works fine now.
