No, we will not bring back old style settings page.
It is not the same with DW, DW is an unique feature yet non-MD settings page is duplicate with MD settings page in functionality.
For the passwords issue please check the size of the files under "User Data\Default", maybe you need to clear some browsing data.

^: The problem here is maintainability. Without upstream Chromium support, it'll be very difficult (and at some point, entirely impossible) to maintain old UI.
