No, if you click on the link with the middle mouse button or click Open the link in a new tab through the context menu, the link opens in the background.

So just press the left mouse button and it will open the tab with its activation. And the middle button and the background tab button in the context menu are made for that purpose to open tabs in the background. And if there are pages where the tab opens in the current open tab instead of a new one, and you need to open it in a new one always and make it active, then there is no such thing. It seems like they already asked somewhere to add such a function and the developer seemed to answer that he would add it (but I could be wrong) There are settings here chrome://settings/cbTabOptions for opening always in a background tab and always in the current tab, but in a new active tab there is no (if I understood you correctly)
There is also a function to activate a tab when hovering over it, try it, I think it is more convenient than an additional extension
