Please use Task Manager(Shift+Esc by default) to locate the process that causes this issue.
And please test this site(https://html5games.com/) to check whether it also causes CPU hog?

Yes, append to the browser shortcut, or "Startup command line" in chrome://settings/cbOtherOptions
