I found out how to reproduce this.
When I go to help, about, and use the menu on the left. When I click on Privacy and Security, it does not work. I can click other links, but Privacy and Security is still not there.
If I go to settings from the 3 dot thing in the upper right hand corner, or alt-s Privacy and Settings is there.
So I am not blind  Cool

Try downloading this file, and extracting to your "User Data\WidevineCdm" directory, and then restarting the browser.

This and the last version of Cent Browser re-added the "#overlay-scrollbars" flag. I really like this option, but the current implementation is bugged where combining this with the option to restore your last session tabs results in the scroll bar permanently disappearing for those tabs.

This is a regression where an earlier version of Chromium/Cent Browser had this bug but was fixed in a later version. Chromium got rid of the flag, but you can still launch it by adding "--enable-features=OverlayScrollbar" inside the shortcut target. Version 4.0.9.112 is the last version where this bug in relaunching it is fixed as later versions restore the flag but also reintroduce the bug of restoring the session getting rid of the scrollbars.
