Дело в том что открывая одни и теже закладки и процессы постоянно разные

Вроде бы ясно написал, что надо пользоваться диспетчером задач из браузера, а не виндовым. Видно, что открыто, вкладка, расширение. Если активирована "ленивая" загрузка, то будет изначально один процесс первой вкладки. По мере открывания других вкладок будут создаваться другие процессы.

There are processes for dynamically created <iframe>, so even the same web page may have different processes.
As ChromiumIQ said, it is more reasonable to use the browser's task manager(Shift+Esc by default) instead of the Windows task manager to measure browser memory.

when you close tab, data is automatically deleted
if you just close browser and then open it, then data remains when tab is restored
