You can copy "manifest.json" and "pepflashplayer_28_0_0_137.dll" in "C:\Windows\System32\Macromed\Flash" to "1.8.9.28\PepperFlash", and rename "pepflashplayer_28_0_0_137.dll" to "pepflashplayer.dll".
