Seems the -d open has nothing to do with it.
But why does this opens a new tab

chrome.exe chrome-extension://llaficoajjainaijghjlofdfmbjpebpa/newtab.html

and this a new window?

chrome.exe chrome://newtab/

Well, only problem with the first, it that the address line is neither focused nor empty.
