This means that Chromium's crashpad handler process can't start, but it doesn't help much.
Please run the browser with this command line to see if it can output any useful information:
chrome.exe --enable-logging --v=2
Or
chrome.exe --no-sandbox

It doesn't change anything, and there is no output in the console
