First of all, it could be attributed to the fact that Google probably intentionally makes Chrome and Chromium significantly more difficult to modifiy (and makes it more difficult with each version upgrade, removing a lot of the old UI code, etc.).
It is also very difficult to create a browser from scratch from the Blink engine (well, this is true for all browsers except IE and the Trident engine, but webkit2 is still better, a good example being chrome, which was created by forking webkit).
I think Vivaldi is trying very hard, but still buggy.
