There are many such sites where developers add new JS and CSS functions from new versions of Chromium.

Buy a new translator if you really saw anywhere that I call Yandex the only site that uses it. I'm talking about Yandex as the only example you've given. If you have nothing better to do, well, show me at least 10 of them, if there are «many such sites». I'm sure it won't be a problem.

It can't be! Unbelievable! How I used to live without these incredibly useful updates..
The trick is that these patchnotes were written for such easy-going weathervanes like you. On their own, they aren't authoritative, and neither are those site devs who headlong stuff their sites with useless "progressive" functionality.
