How do application developers focus on chromium ? How do they decide which version to stop supporting ?

Generally they may need to use some new CSS or JS features.
But sometimes this is not serious decision because Chrome is always updated, so the risk of limiting Chromium version is low.
In most cases the restriction can be bypassed by changing User Agent.
