portability and "sensitive" files

so, the "security descriptor" changes (is different each time) and
because chrome sync is tied to a whole bunch of data of a pc,
it recognized that something has changed, so it requires that I sign in again
(otherwise I could be a.. hacker? for Christ's sake google!)

Is your computer in a domain and controlled by domain controller?
Have you checked chrome://policy and your anti-virus?
