If you mean some sites in particular that auto-refresh for whatever reason (I haven't encountered one in years!), then I don't think there's anything to stop it without installing an extension.
Now, if you mean the browser autorefreshing inactive tabs, then disable this: chrome://flags/#automatic-tab-discarding |
