You can use context menu item "Translate to ..." or shortcut Alt+Shift+T to translate.
Mouse gesture "Translate this page" is also usable.

I'd recommend downloading the CRX Extractor/Downloader extension from there, and then using that extension to download any other needed extensions or updates directly from the Chrome Webstore as CRX4Chrome is missing some extensions/has very old versions of others.

In my cent browser, the latest version, a redirect was automatically enabled, in version 4 there is no redirect, in Supermium there is no redirect, on another computer with the same version and this account there is no redirect, although on this computer when there was a choice, I turned off the new store, I had an old address until yesterday
PS I managed to return the old website, deleted all Google cookies and logged into my account again, and the old website returned until it seemed to redirect to the new one

You can try my bookmarklet: https://gist.github.com/Hth4nh/b892045068a862629a1ab512a8f51eee
Triple-click the 4th line, then drag & drop it to your bookmark bar
When you need to install an extension, you just need to visit the extension's link (for example), then click the bookmarklet and you're done.

Do you know that extensions are not installed from the new Google store? How long will you be messing with the new version? https://chromewebstore.google.com/

You can try my bookmarklet at #533, this should temporarily fix the "Installation curently unavailable" error.

And why would an ordinary user need this crutch? Let the developer have a headache. Until you kick his ass, he won't move.
