Он участвует напрямую, а если у человека даже не включено ручками ECH, то о чём тут и говорить тогда. Бразуер явно рассчитан на подкованных юзеров.

У меня проверка проходится и когда в дефолт стоит и когда включен и когда выключен флаг chrome://flags/#encrypted-client-hello
А сайты использующие ECH (например fermasosedi.ru ) не работают если он включен, потому что ECH в России заблокирован. В новых браузерах он включен и не отключается флагами, только в реестре. Каким же образом оно влияет на проверку?
