My guess, but the rationale is that cent developers honestly try to respond to users' requests to increase the version of chromium and try to keep up with rapid releases.
Then we discard the old chromium version, which was somewhat advanced, and start trying to build a new cent with the new chromium.
In January 2023, the developer responded this way.

Next major update may be based on Chromium 112, but before that we may release another minor update.
We believe that the work on 112 was difficult.

I would guess that since the topic of vertical tabs came up, you may have associated it with the Edge, which already has vertical tabs.
Maybe not 112 this time.
Vertical tabs is in our plan.
The reason why 118 was released this time instead of the latest version of chromium is probably because it was decided that it would be better to release 118, which was somewhat complete, immediately rather than starting work on the latest version from scratch again.
If we had tried to catch up with the rapid release, it would have been another six months.
I think this is a wise decision. If we repeatedly stop our current work and start anew to catch up with the latest version, we may never be able to release it.
We expect that developers will continue to release their work once they have started it without interrupting it just because a new version of chromium is released.
That way, even if they are not the latest version, they could be leased on a regular basis.
If so, that would be no different than firefox esr.
