AFAICT, the setting doesn't even exist in regular Chromium. I believe it's a new Cent setting, and it's pretty buggy.

Yes, it was caused by that option.
However we may not be able to fix it because URL completion service is exactly provided by "History Suggestions" which is disabled by this feature.
You can press Ctrl+Enter to force direct navigation.

IDK man. That is not an acceptable side-effect for any setting IMO. You can legit, manually type in a URL and hit enter, and it opens a search for the URL instead of navigating to it. That's beyond unexpected behavior.
The setting doesn't even really appear to work as advertised. It excluded bookmarks, but I was still seeing history in suggestions. Like I said in the other thread, I wish auto-suggest could be disabled entirely. With my previous settings in all prior versions of Cent, I never saw the stupid suggestions once.

4.1.7.162 This setting still doesn't work, and completely breaks normal URL navigation in the omnibox. Enabling the feature "Disable Bookmarks and History suggestions in the address bar" does not, in fact, exclude history from suggestions. It does, however, completely break paste & go, and you can't even manually type a URL and navigate to it, which is the most basic functionality expected from a browser. Stable should never include this setting in its current state.

I believe it's complicated. You seem to be focusing solely on the fact that it breaks URL navigation. Yes, any setting which breaks URL navigation in a browser is unacceptable IMO, but that's almost besides the point. Not only does it break URL navigation, the setting doesn't even work to begin with. It does not exclude history from suggestions. The setting breaks URL navigation specifically to prevent history from being suggested, which it does not accomplish.
You really do need this type of setting if you wanna allow users to have any control over privacy, but nothing about this setting works correctly.
