You may try appending "Startup command line":
--force-device-scale-factor=0.8

Seems "chrome://flags/#autoplay-policy" is not always respected.
Whether to autoplay may be decided by Chromium core.
Please compare with Chrome 72, you may not be able to block autoplay.
