At some point, keyboards stop woring
#1
at some point, no matter how many tabs i have opened and no matter how much i have been using the browser, this "close" overlayer appears and the keyboard shortcuts stop working. i have to click my mouse somewhere on a page to enable them again.

It looks like the browser has lost focus. given that the floating prompt appears in a strange place in the screenshot, does it always appear there? Is it possible that some unknown program accidentally stole the foreground window focus?

In addition, in this case, whether the Esc key on the keyboard will respond, such as prompt disappears.

yes, it always appears there. i disable extensions, i restarted windows, i have few programs working (antivirus, dropbox, nvidia), nothing works.

i know it dissapears, but imagine having to close 20 tabs and instead of Ctrl-W you have CTRL -W, ESC, CTRL-W ESC...

Your meaning is that after pressing the Esc key, that floating prompt disappears and the browser can respond to shortcuts, but after pressing a shortcut (e.g., Ctrl+W), it reappears at this location again.

When you window the browser, does that floating prompt change its position relatively to the browser window, or is it still in the same position relatively to the screen?

Perhaps you can try using the "Help" -> "Wipe browsing data" function in the three dots at the upper right corner of the browser, and see if it helps with this issue.
