Yes, Chromium passwords are encrypted by your Windows account password.
So any software installed on your OS can decrypt them.
Can Agent Tesla be recognized by anti-virus?
I suggest keeping your important passwords in mind instead of software.

Yes, i did took my most important passwords away from the browser. Passwords to my emails examble.
Ill use F-Secure Key to safe my passwords so i can use them in all my devices.

btw. In Firefox, it wont ask passwords to see all saved passwords. Does that mean that they arent encrypted?

Yes, if you have not set the Primary Password, passwords are not encrypted in Firefox:
