Just as a guess.
1. The transition to mv3 is coming soon, and old extensions will not work in new browsers anyway
2. The development of web extensions follows the path of cross-platform between browsers. And perhaps there will be one store for everyone

As far as I remember, if he wanted to add vertical tabs, it would be in the sidebar, something like this
but if you add vertical tabs, then you need to add the ability to remove the top tab bar and move the close buttons to the panel below, next to the avatar
