Yeah, I tried turning it off. Without results.

You can investigate the underlying reason by capturing a trace in chrome://tracing
It's a bit convoluted so if you're interested you can find more info and tutorials yourself.

I solved my problem! Just downgraded the Windows version from 1903 to 1809.
