Found an extension that in general does what you wanted. It's not perfect though, seems like some links still go around it but seems ok in general.  Need to be sure Single Window is enabled option is what you have toggled otherwise it does nothing. (https://chrome.google.com/webstore/detail/single-window-open-links/pnbbookneacpggbngfmhfggennhigonh?hl=en)

But at least it gives you that feature until Cent Browser gets a better version baked into Cent Browser (if they decide to go ahead with it)

well it doesn't always work, I have to click on it (disable) and click again (enable) sometimes in order to work
