5. In the browser, go to Extension Management (Developer mode must be activated), click the Download unpacked extension button and point to the unpacked folder with the extension

Maybe your profile data is corrupted.
Have you tried safe mode?

Never had such an issue. Press Shift+Esc and check what process starts consuming cpu. There are also different tools to check the process threads https://learn.microsoft.com/en-us/sysinternals/downloads/process-explorer or https://systeminformer.sourceforge.io
