We already have an option to skip certificate errors, but it is not recommended to use without knowing it:
"Skip warning about certificate error" in chrome://settings/privacy

Generally the root certificates will be installed automatically in your OS by Windows Update.
Do you disabled Window Update?

I install 1.cer and 2.cer - i have save login and password

With Enable option - "Skip warning about certificate error" and Do Not install 1.cer and 2.cer - i have not save login and password

This is restricted by Chromium core for security reason.
