[Bug] "Exit the browser" shortcut doesn't work

Ctrl+Shift+Q shows "Press Alf+F, X" text instead of exiting the browser.

While at it, I'd really love it if there was a Restart shortcut.

Seems they are intended to remove Ctrl+Shift+Q:

You can use Alt+F4 instead.

That only closes one window. My use-case is to restart the browser when it gets too hungry. I do that by opening a new tab and clicking chrome://restart bookmark I have there, but pressing Ctrl+Shift+Q and opening the browser again is sometimes quicker.

They're right to be angry. Chrome's lack of shortcuts configuration turns all such things into serious issues.
