Enable ellipsis / overflow menu on --app flag?

Question 
I've searched thoroughly for a solution to this with no results.
Is there anyway to enable the ellipsis menu on a window launched with the --app flag?

I'm currently using a hack workaround but would appreciate a solution for future reference, thanks.

Examples below w/ target of shortcut in parenthesis:

Desired behavior ("C:\Program Files (x86)\CentBrowser\Application\chrome_proxy.exe"  --profile-directory=Default --app-id=agimnkijcaahngcdmfeangaknmldooml)

Current behavior ("C:\Program Files (x86)\CentBrowser\Application\chrome_proxy.exe" --profile-directory=Default --app=file:///C:/Users/Grindle/Documents/Other/inserter.html)
